James Ozborn Carr (1869-1949) was born in Kenansville, NC. He was educated in the public schools of Duplin County, NC and attended the University of North Carolina for both his Bachelor's and Law degrees. In 1898, Carr served in the North Carolina legislature as representative of Duplin County for one term. He moved to Wilmington, NC in 1899 and founded the law firm, Rountree & Carr, with George Rountree. Carr served as Chairman of the Board of Education for New Hanover County from 1909-1916 and 1927-1931. He also served three terms as U.S. Attorney for the Eastern district of North Carolina, from 1916-1919 and 1934-1945. He was a leader of the North Carolina Democratic party and involved in many aspects of political life.
