Plaque Text	Colonial Revival style house and office built for Frank W. Avant (1876-1973), physician, native of Southport; and wife, Florence L. Nichols (1887-1962), native of Newark, NJ. He was a founder of Community Hospital, president of the New Hanover County Negro Medical Society for thirty-one years, and president of the Old North State Medical Society. House inherited by daughter, Sarah Ellen Avant (1912- ); and husband, H. Carl Moultrie (1915-1986), the first African-American district court judge in Washington D.C. From 1979, residence of Portia Mills Hines (1949-1984), director of first Drug Therapeutic Facility in North Carolina.
